1. Mongolia has applied for a grant and a loan (Multitranche Financing Facility) from the Asian Development Bank (ADB) towards the cost of the Western Regional Road Corridor Development Investment Program (1st tranche). Part of this grant and loan will be used for payments under the contract for the construction of the three (3) road sections listed in this IFB.
2. The Ministry of Road, Transportation, Construction and Urban Development, Government of Mongolia ("the Employer") now invites sealed bids from eligible bidders for the construction work for the road sections listed below (the "Works"), and comprises mainly construction of the road to bituminous standards in the prescribed specifications. The Works also includes construction of bridges, culverts, other drainage structures and protection works. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all eligible member countries of the ADB. Only eligible bidders with the key qualifications given in para. 3 below should participate in this bidding.

4. The qualifying criteria for general experience, pending litigation and construction experience is:
• Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last Five (5) years prior to the bid submission deadline
• All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than Fifty (50) percent of the Bidder's net worth
• Participation as contractor, management contractor, or subcontractor, in at least One (1) contract within the last Five (5) years, each with a value of at least as shown in Table above that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer's Requirements)
5. Bidders may bid for any one, more than one, or all of the above three lots. Bidders wishing to offer discounts in case they are awarded contract for more than one lot will be allowed to do so provided such discounts are included in the Letter(s) of Bid and read out at bid opening. If the Bidder submits more than one successful (lowest evaluated substantially responsive bid) bids, the evaluation of such Bidder's qualification will include an assessment of its capacity to meet the aggregated qualifying requirements in accordance with the methodology set out in Section 3 (Evaluation and Qualification Criteria) of the Bidding Document.

9. The Employer will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

11. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
