1. Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Development Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Ministry of Road, Transportation, Construction and Urban Development, Mongolia ("the Employer") invites sealed bids from eligible bidders for the construction and completion of a 6.6 km asphalt concrete road in Botanic-Sharhad, Horoo 7, 8, 9, 10, and 17, Bayanzurh district, Ulaanbaatar, Mongolia ("the Works"). The general scope of work will include but not be limited to the following:

• The road is asphalt concrete and consists of A, B, C, D, E, and F sections. Must have reinforced concrete box culverts in 7 locations.

• The road must have traffic signs, markings, and traffic signals to comply with the traffic safety requirements, and have 13 bus stops and shelters. Auto road street lighting must be LED.

• Communication cable line, 0.4 kilowatt (kW) and 10 kW electricity air lines, water pipe, and sewer pipe in the road ROW must be shifted and renewed.

3. Only eligible bidders with the following key qualifications should participate in this bidding:

• Have experience of executing similar works in the last 5 (five) years in at least 2 (two) contracts;

• Have road construction experience in the role of sub contractor or management contractor for at least the last 3 (three) years;

• Submission of audited balance sheets and income statements or other financial statements for the last 3 (three) years. As a minimum, a Bidder's net worth, calculated as the difference between total assets and total liabilities should be positive;

• Must have a minimum average annual construction turnover of US$ 4,875,000 within the last 3 (three) years;

• Must demonstrate that it has a minimum cash flow requirement equal or more than US$ 1,000,000;

• Must demonstrate that it's pending litigation not represent more than fifty (50) percent of its net worth;

• Must have key equipment which meet the requirement of the Works, either of its own or rented;

• Availability of experience key personnel, i.e. (i) Project manager-8 years of working experience; (ii) General engineer-7 years of working experience; (iii) Project team-material engineer, bridge engineer, highway engineer, survey engineer, electric engineer; and labor safety, nature and environment specialist all with 3 years of working experience.

6. Deliver your bid:

• to the address above, one original and three copies

• on or before the deadline: at 11:00 a.m. Ulaanbaatar time (GMT+8) on 29 February 2012, Wednesday

• together with a bid security in an amount of not less than 2% (two per cent) of the Bid Price or an equivalent amount in a freely convertible currency in the form of a guarantee from a reputable bank. For purposes of determining the equivalent amount of Bid Security in other freely convertible currency, the selling exchange rates published by the Bank of Mongolia (Central Bank) on the date 28 days prior to the deadline for bid submission shall be applied. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7. International competitive bidding will be conducted in accordance with ADB's "Single-Stage: One-Envelope" procedure.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
