1. Mongolia has received financing from the ADB toward the cost of the Regional Road Development Projects, and intends to apply part of the proceeds to eligible payments under the contracts for which this Bidding Document is issued.
2. The Ministry of Road, Transportation, Construction and Urban Development, Mongolia ("the Employer") invites sealed bids from Bidders from eligible source countries of the ADB for the contracts as detailed in table below, based on post qualification criteria:

To be qualified for the contract package(s), bidder should meet the minimum requirements as shown below; however for complete eligibility and qualification criteria, bid document should be referred to.
The bidders are allowed to bid for any of the contracts or both contracts.
3. Single Stage, One-Envelope Bidding Procedure International competitive bidding will be conducted in accordance with the Single Stage: One Envelope Bidding Procedure and is open to all eligible bidders from eligible source countries of ADB, as given in Section-5 of the bid document.

5. When comparing Bids, ADBs Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

7. A complete set of bidding document in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Mongolian tugrug 280,000.00(two hundred eighty thousand MNT) or US$ 200.00 (US$ two hundred). The method of payment will be Cashier Check or direct deposit to MTRCUD Bank Account No 3400003754. If the documents need to be sent by courier, an additional fee US$30.0 for local or US$150.0 for overseas delivery shall be paid. No liability will be accepted for loss in transit or late delivery.
8. All bidders are required to submit the bid security or an equivalent in a free convertible currency as under:
(i) Contract Package -AR2 - USD 24,000.00
(ii) Contract Package -NP1 – USD 240,000.00
9. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
10. Bid sent by e-mail shall not be accepted.
11. Pre-bid meeting with the bidders shall be held at the office of MRTCUD, Ulaanbaatar at 10-00hrs on February 13, 2012. A site visit will be conducted by the Employer on February 9, 2012 from the Employer’s Project office in Sainshand.
12. Address for submission of bids: The bids must be submitted on before: March 5, 2012 at 14-00hrs (Local Time) at the address given below.

13. Late Bids will be rejected. 14. Bids will be opened immediately after the deadline for bid submission in the presence of bidder’s representatives, who choose to attend.
